Copilot AI old issue handling: Parent - Wave 2

Goal: To identify and pick off as many of the easiest issues we think Copilot can handle for issues created prior to 1/1/26

This is just the parent issue. The goal is to complete somewhere around 20 of these a sprint if possible.

16 issues were addressed that we used a tracking label on. I know there was much more than that, but will have to go back and make sure everyone was using the label. Here is the query:
